The Government of Tajikistan received a grant from the International Development Association (IDA) of the World Bank Group (WBG) for the implementation of the “Social Protection Modernization and Economic Inclusion Project”. The project aims to support the Government of the Republic of Tajikistan in protecting poor and vulnerable households from shocks, promoting economic inclusion and improving social safety nets.
The project will be implemented by two executive agencies, namely the Ministry of Health and Social Protection of Population (MHSPP) and the Ministry of Labor, Migration and Employment of the Population of the Republic of Tajikistan (MLME).
The Ministry of Labor, Migration and Employment of the Population of the Republic of Tajikistan (hereinafter MLME RT) with the assistance of the Project Implementation Unit (hereinafter PIU) will be the implementer of Component 2 (Support to Unemployed Including Labor Migrants) which includes individual specialists responsible for specific tasks in the implementation of the project. The PIU MLME will support day-to-day administration for the project, including support on technical, financial and procurement, safeguards and monitoring and evaluation processes for the two Components (2 (2.1, 2.2, 2.3) and 4 (4.2)) of the project.
The PIU MLME intends to hire a number of specialists, namely:

Qualification requirements for candidates are as follow:
1. Specialist on Economic Inclusion Program
Education:
• Higher education degree in economics, management, public administration, business administration, social science, political science, law or related area;
Experience:
• At least 5 (five) in project coordination experience of development projects (economic inclusion projects, poverty reduction projects, women empowerment, or any relevant area);
• At least 2 (two) years working on a project on self-employment, business development for vulnerable people;
• Experience in planning, budgeting, and reporting;
• Experience in working in partnership with public entities;
• Experience in managing private providers (selection, negotiation of partnership, supervision, collaboration);
• Experience in fundraising, grant writing, grants management, designing, implementing, monitoring, and reporting project activities;
• Experience work in the area of labor and self-employment;
• Knowledge and experience in working with social and environmental safeguards will be an advantage
Personal Qualities:
• Methodical and strategic thinking.
• Good communication skills.
• Ability to manage workload with minimum supervision, strong analytical, organizational, and writing abilities;
• Willingness to visit the project site as needed (sometimes remotely);
• Good knowledge of Tajik and Russian languages (oral and written) and the knowledge of English language will be an advantage;
• Skills in preparing high-quality reports in Tajik and Russian and strong skills in oral and written presentations;
• A confident user of (MS Office, MS Word, MS Excel, Powerpoint, Internet, E-mail etc.)
• Honesty and sense of responsibility.
2. Interpreter/Translator
Education:
• Higher education with specialized study of a foreign language or any other related field.
Experience:
• At least 3 (three) years of experience in providing professional translation and interpretation services.
• The Interpreter/Translator must be fluent in written and spoken English, Tajik, and Russian, and shall have good report writing skills.
• Experience in working for international organizations is preferable.
• Experience in simultaneous interpreting is preferable.
Personal Qualities:
• Good communication skills;
• Competencies in understanding body language, eye contact, and facial expressions are an advantage;
• Excellent team-working, decision-making;
• Ability to work under pressure;
• Willingness to visit the project site as needed (sometimes remotely);
• A confident user of (MS Office, MS Word, MS Excel, Powerpoint, Internet E-mail etc.)
• Honesty and sense of responsibility.
